The second-half is a limitation imposed on the PRESIDENT of the Senate, if all it meant was that the VP was a tiebreaker then it would have said that, but if you are able to comprehend what you read then you notice the VP Has two roles in Government, Replace the President and preside over the Senate as it's President. Yes is does mean that, as Jefferson, he felt that about Adams, but he didn't spend the majority of his time as VP in the Senate just waiting for a tie vote. He provided leadership through unbiased decisions. Matthews is a spinster, can you people allow this fuckhead to spin the Constitution, to his benefit? This is typical for these lib fuckers. He it is Article I Sec 3.4: "The Vice President of the United States shall be PRESIDENT of the Senate, but shall have no Vote, unless they be equally divided." There are two parts to that one sentence. And Matthews just glosses over the first part, and then blows it off. John Adams, Thomas Jefferson ran their senates as VP, try doing some research.

I've been looking at this election closely since the primaries, and for the last few weeks I've spent my entire freetime studying it and fighting false smears.
